Guiliani: It’s the Islamic jihadists, moron!

Former New York City Mayor Rudy Guiliani says radical Islam is at war with America and anyone who doesn’t understand that the San Bernardino massacre was the work of Islamist jihadists, "is a moron." But even the most mentally challenged should be able to understand about guns: No law will prevent evil men (and now, evil women) from getting guns, either legally or illegally, and shooting innocent people. So, obviously, what we are doing now isn’t working.

We have hundreds of thousands of law enforcement officers and millions of law-abiding citizens with legally obtained guns. Fortunately, the good people with guns vastly outnumber the evil people with guns. If we reduce the number of gun-free zones -- which are so attractive to the evil people with guns -- logic suggests the evil people with guns will have fewer free-fire-zone hunting grounds and might even be deterred from violence by their increased fear of encountering good people with guns. Anyway, it’s worth a shot. So, to speak.

During World War II, even the American Home Front endured several harsh civil-liberty restrictions. FDR locked up thousands of America-loving Japanese. But here are two comparatively modest steps a nation at war might take to protect itself: 1. Institute Universal National Service (UNS) so every fit citizen of draft age, to include women, provides two years of either military or humanitarian service to our nation. (Per Time Magazine, June 29, 2014, 71-percent of draft-age males are unfit for military service.) 2. Create a national identity card (an internal passport) linked to a national identity data base.

People can be of two minds about Universal National Service and drafting women; however, we already know that ID systems are used to good effect by our military and could help with our immigration problem, as well. For example, Soldiers and Marines wear two identical tags each displaying their name, an identification number, blood type, and religious preference, if any. Wounded or dead, one ID tag always remains with the soldier or Marine. Prior to helicopter or litter evacuation, combat medics attach the other ID tag to a Tactical Combat Casualty Card (DD Form 1380) on which the medic records their vital signs, the cause of their wounds (or, death), and whether the combat medic thinks they need: immediate, delayed, or minor treatment. The combination of ID tag and DD Form 1380 is enormously useful in treating casualties in mass-casualty, triage, and next-of-kin notification situations.

Even better, a national ID card (an internal passport), could contain additional information about: Diabetes, allergies, emergency contacts, organ donor intent, seizure-recovery instructions and, in some cases, do not resuscitate (DNR) instructions. The card would be perfect for voter ID. The basis of a national ID system should be the already public information provided by one’s official birth certificate. President Obama should be the first to offer his official birth certificate. Not a copy.

Carrying an internal passport would also remind the bearer that we are the victims of asymmetrical warfare being waged by a ruthless enemy and to employ increased situational awareness at all times. Stamped in big, bold letters on the cover should be: "See something, say something!" And a 911-type number to call.
